I am paying full rates on a new build that hasn’t been built yet. All services are being charged eg garbage, fire, transport and About 9 other things. I am on an Age pension and have Attention Deficit Hyperactivity Disorder

I can not get a discount as I am not living there

Am I in a parallel universe?
